In an analysis on Berlin.Table, the so far unpublished paper by Sonja Hövelmann and Ralf Südhoff on the international perception of German humanitarian action is quoted comprehensively.
“Germany remains below its potential in the field of humanitarian action and the related foreign policy influence. This is the finding of a so-far unpublished study by the Berlin-based think tank Centre for Humanitarian Action (CHA). As the second largest humanitarian donor nation, Germany has a high international credibility as “a very principled and value-oriented donor”, but lacks leadership and orientation,” writes Horand Knaup.
